In order to know which speed is deathly to drive, we should consider the perspective of pedestrian/cyclist and motorist, due, don’t have the same severity a car impact from the inside or outside of it. In other words,crashing is not the same as being run over.

Probabilities of suffering fatal injuries when crashing
When a motorist crashes, the fractures and bumps that this or passengers receive occur inside of the same car. Meaning, when human body hits and bounce against the inner body of the car, as dashboard, seats, windshields, roof and doors.
From here the importance of always fasten the seat belt. When doing it, reduces on its totality that occupants suffer these injuries or at least, is reduced the severity of these.
As, to what speed it is lethal to drive… According to National Institute of Public Health (in Spanish, Instituto Nacional de Salud Pública INSP), driving exceeding the 50 km/h increase to an 80% the probabilities of suffering severe injuries during an impact. The faster you drive, the lower the probabilities of survive.
On the other hand, when driving to a speed of 30 km/h or less, the lower the risk. Even though the INSP also indicates that in average, only the 25% of involved people in any car accident fasten their safety belt.

Probabilities of surviving to a run over
If we locate in other place, in other words, in pedestrian’s role or cyclist, our possibilities of living or dying by being run over by a vehicle are practically the same as the motorist to impact, even though with great different we will explain in further paragraphs.
According to Secretary of Mobility and Transport (in Spanish, Secretaría de Movilidad y Transporte Semovi), if one person is run over by a car that goes to a speed of 30 km/h or less, the probability of surviving increase to a 95%; on the other hand, an impact to a 60 km/h speed (or more) reduce the chances of living to a 5%.
The great difference is that, while a driver can avoid a great part of injuries when fastening their seat belt, a pedestrian or cyclist has no protection neither tool to cushion the impact and fall.
In particular cases of cyclists, these wear their helmets to protect their heads. Due in a crash, the first impact is received by the bike and legs, while the stronger shock and mortal one is received by the head when falling on concrete or pavement. For that is important to be protected, as motorcyclists.

All the previous doesn’t mean that while driving on the allowed limits, you will never have a traffic accident. However, don’t exceed those limits guarantees you in greater measure to save your life and the life of others in case of an impact.
